Quotas reset at 00:00 UTC (day) or on the 1st (month). Over quota → 429 quota_exceeded with Retry-After; this is not a limit decision, so it carries no X-RateLimit-* headers and is not recorded as an event.
Burst ceiling protects the service from runaway loops: above it, 429 too_many_requests until the next minute. If your legitimate traffic approaches it, contact us — it is a knob, not a wall.
Fail open. If Lymit itself cannot answer, the SDK's default lets your request through and tells you via onError. Your uptime does not depend on ours.
